Purpose:
“To
help prevent terrorist weapons from being transported to the United States, vessel carriers bringing cargo to
the United States
are required to transmit certain information to Customs and Border Protection
(CBP) about the cargo they are transporting prior to lading that cargo at
foreign ports of entry.”
Summary:
Importers are responsible for submitting TEN data elements to Customs 24 hours PRIOR
to vessel lading. This rule applies to ocean
shipments only. The ten data elements are as follows:

These two elements can be filed after the vessel departs but no later than 24
hours prior to U.S.
arrival.
Who can file the ISF?
It is the importer’s responsibility to file the ISF. The ISF must be filed either
via the Automated Manifest System (AMS) or the Automated Broker Interface
(ABI). Due to this requirement, in most cases the importer will designate an
authorized agent to file the ISF on their behalf. The importer may designate
either the AMS filing freight carrier or their Customs Broker to file the ISF. As
your Customs Broker, we already have the authorization through our Customs
Power of Attorney to file the ISF on your behalf.
Does the Importer need to have a Customs Bond
for ISF filings?
- Importers with a
continuous bond can use the bond to cover their ISF filings.
- If the importer does
not have a continuous bond, a single entry bond specific for ISF filing is required.
What is the cost?
Great
World charges $25 per ISF filing. Amendments are an additional $25
per amendment.
